Chenega Enterprise Systems & Solutions, LLC, a Chenega Professional Services ’ company, is looking for a Program Specialist to support the US Agency for International Development’s Middle East (ME) Bureau’s Middle East Affairs (MEA) Office.

The Program Specialist will lead, coordinate, organize, liaise, and manage program tasks for the contract, to provide support across USAID’s ME/MEA Office, which oversees USAID’s work in Egypt, Jordan, Lebanon Syria, and West Bank/Gaza. Duties may include budget preparation, reporting, compliance, or public relations and communications media review.

Responsibilities

  • Provide program analysis and technical updates on the assigned MEA portfolio(s) activities to ensure that activities are efficiently and effectively implemented in a manner that achieves the objectives of the U.S. Government.

  • Plan, monitor, coordinate, and report on Bureau/Mission program activities to USAID headquarters, USG interagency, external Washington, D.C. and related audiences to ensure that activities are efficiently and effectively implemented in a manner that achieves the objectives of the U.S. Government.

  • Analyze technical analytical functions, like data entry, analysis, documentation, vetting request preparation, project/program tracking, preparing operations/procedures manuals, budget and field support tracking, administrative and financial tracking, program document preparation and presentations, backstop and field support, and program and technical support.

  • Lead research and technical support for studies, analyses, and related mission and programmatic support.

  • Plan and manage program and development assistance activities, including advising on the preparation of statements of work, project designs and strategic plans.

  • Conduct analyses of development indicators and trends to support program design and strategy development.

  • Monitor the implementation of program activities, with emphasis on identifying constraints, issues, logistical needs, and dependencies of specific inputs.

  • Coordinate and lead project / program tracking, data analysis, and documentation.

  • Plan and participate in program assessments and evaluations.

  • Provide technical advice on the feasibility, appropriateness, and value of proposed changes in planned activities.

  • Prepare and present program reports and success stories.

  • Support USAID liaison and coordination efforts with other donors, NGOs, civil society groups, government officials, and other actors.

  • Lead budget preparation and field support tracking.

  • Coordinate and lead administrative and financial management support.

  • Organize and manage program document preparation and provide communications support.

  • Provide records maintenance and other duties as assigned related to area of responsibility.

Qualifications

  • Bachelor’s degree required in a field such as international studies, business administration, economics, social and political sciences, communication, finance, health, or similar areas

  • 4+years of professional work experience with preference for at least 6 months of this experience spent working in the Middle East region

  • Active secret security clearance is required

Knowledge, Skills and Abilities:

  • Experience in project administration and management procedures preferred.

  • Ability to travel throughout the Middle East and North Africa.

  • Knowledge of development programs, especially in the Middle East region, is desirable.

  • Proficiency in the use of Windows, Microsoft Office, internet search engines, and e-mail applications.

  • Ability To work in Washington, D.C.

  • Effective interpersonal skills, especially with senior leadership.

  • Demonstrated ability to work independently and with others.
