Summary:

TheProject Manager (PM)is responsible

formanaging all required services;

communicating with the Government; monitoring Supervisors; keeping personnel

informed of and trained in all

aspects

of their positions, tasks, and duties; planning and scheduling all work

requirements

and

training; preparing reports; establishing and maintaining records; and

ensuring quality

control.ThePMshall have the authority to make

operational decisions relative to the work requirements of the contract

without consultation with other company or corporate officials, to include

decisions relative to hiring and termination. ThePMis the single point of contact for the Government, regardless

of the number of Sub-Contractors that may form the Contractor's team.ThePMshall wear appropriate business

attire (dress trousers, blazer, dress shirt and tie or a suit including tie)

while performing his/her duties.

Essential Duties

and Responsibilities:(Reasonable accommodations may be made to

· Primary

company interface with the Department of Transportation (DOT) customer

· Exercise

completeauthority to act for the Contractor during

the term of the contract

· Exercise

authority toaccept notices of deductions, inspection

reports, and all correspondence on behalf of the Contractor

· Manage

on-site employees ensuring contract compliance and meeting customer needs

· Responsible for implementing the

Contractor’s quality control plan and for ensuring that the Contractor’s work

force complies at all times with the contract requirements.

· Oversee

quality control of contract deliverables

· Render

hiring and firing decisions

· Be

flexible, assertive, approachable and have foresight

· Able

to handle stressful situations, delegate tasks and consolidate team members

ideas

· Plan,

direct, and coordinate security administration and project control

· Monitor

financial performance to ensure budget targets are met

· Ensure

compliance with Federal State, local, DOT, and Federal Protective Service (FPS)

laws, regulations, and requirements

· Provide

coordinated communications with the customer and other on-site contractors with

regard to security operations

· Prepare

a monthly status report and submit it to the Government

· Preparea Daily Status Report consisting of a summary of events from the previous day

including Security Incidents, Safety Incidents, Facility Incidents, Daily

Events, Badge Inventory and Equipment Issues

· Be

available during normal working hours (8:00 a.m. to 4:30 p.m.) within 30

minutes by telephone or in person to discuss problem areas.

· After

normal duty hours or on weekends and holidays, be available within two (2)

hours.

· Respond

to emergencies or critical situations; call back the COR within 10 minutes to

confirm the beeper page/call; and be on the site within 1 hour (60 minutes) of

the call being placed by the Government.

Supervisory

Responsibilities:

· Oversees

5 individuals/positions directly and indirectly supervises on contract services

for up to 200 personnel.

Minimum

Qualifications:(To perform

this job successfully, an individual must be able to perform each essential

duty satisfactorily.)

· Bachelor's

or Master’s degree with a major in any field of study, or substantial and

credible law enforcement, military or business management experience that

demonstrates the capacity to effectively manage a security force contract/task

order valued at approximately $150M.

· Minimum

of five (5) years of specialized experience including:

o Experience

in law enforcement or a security-related field;

o Knowledge

in project development and implementation from inspection to deployment;

o Expertise

in the management and control of funds and resources using complex reporting

mechanisms; and

o Demonstrated

capability in managing multi-task contracts or sub-contracts of various types

and complexity.

· Ability

to manage all required services, i.e. communicating with the Government;

monitoring Supervisors; keeping personnel informed of and trained in all

aspects of their positions, tasks, and duties; planning and scheduling all work

requirements and training; preparing reports; establishing and maintaining

records; and ensuring quality control.

· Able

to perform Quality Control Inspections on all shifts and maintain frequent

liaison with the COR.

· Ability

to prepare monthly and daily status reports and submit reports to the COR for

review.

Knowledge,

Skills and Abilities:

· Knowledge

of DOT and FPS directives pertaining to security operations

· Knowledge

of current issues, trends, laws, regulations, and technologies

· Ability

to provide recommendations, as needed, to the COR regarding security weaknesses

and vulnerabilities

· Skill

in satisfactorily dealing with customers

· Skill

in operating a personal computer and standard office equipment

· Ability

to use a variety of computer software applications in word processing,

spreadsheets, database, (MSWord, Excel, Access, PowerPoint), and Outlook.
