Summary:The Program Manager will lead a program and supervise vendors, subcontractors and employees through completion to achieve the program goals. The Program Manager will understand and implement plans and milestones to meet or exceed the program’s goals and objectives.

Essential Duties and Responsibilities:(Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position)

  • Plans, organizes, coordinates, and directs the project plans, technical solutions, and schedule and budget

  • Ensures adherence to master plans and schedules, develops solutions to program problems, and directs work of supporting vendors, subcontractors and employees

  • Negotiates and prepares sub-contracts by considering the financial conditions, resources, and performance needs/requirements.

  • Meets program financial objectives by forecasting requirements, preparing an annual budget, scheduling expenditures, analyzing variances, and initiating corrective actions.

  • Ensures projects are completed on time and within budget.

  • Leads multi-dimensional teams to achieve objectives

  • Acts as advisor to program team regarding project objectives, tasks, and operations

  • Develops new business and expands product/service line of business.

  • Prepares proposals to win new programs.

  • Liaison between the client and company’s management executives.

Non-Essential Duties:

  • Other duties as assigned

Supervisory Responsibilities:

  • Six direct reports comprising of a team of approximately 25 employees

  • Lead and manage program office with two subordinate Project Managers

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Bachelor’s degree in Management, Business, or related field; Masters (MA or MS) in business or related field is preferred

  • 5 years’ previous experience in program management or project management leading a project of 20 plus employees generating revenue in excess of $5 million annually

  • 7 years supervisory experience

  • 5 years’ experience leading teams in developing and supporting enterprise systems in the US Federal or DoD environments

  • Program Management Professional certification or equivalent experience

Knowledge, Skills and Abilities:

  • Proficient computer skills, Microsoft Office Suite

  • Working knowledge of MS Project

  • Knowledgeable in program management methodology and techniques; performance evaluation and change management principles

  • Experienced at compiling and following strict budgets

  • Excellent verbal and written communication skills

  • Able to multi-task, prioritize, and manage time effectively

  • Ability to be a highly organized and goal-oriented manager, capable of leading a major training development and implementation project for our organization

  • Ability to obtain a Secret clearance
