Summary Navigators serve as the primary point of contact for claimants seeking compensation for losses suffered as a result of the Hermit's Peak/Calf Canyon Fires. The ideal candidate has worked with impacted communities, has experience with organizing information and resources to address localized needs, has strong communication skills and demonstrated ability to research, simplify and convey complex information. Responsibilities What will I do in this position if hired? This position is being hired in compliance with the Hermit's Peak/Calf Canyon Fire Assistance Act to staff the Hermit's Peak/Calf Canyon Claims Office within FEMA. In this Program Analyst (Navigator) position, typical assignments include: Working together with a claims office reviewer to ensure claimants understand the claims process and have support needed to answer their questions, assemble necessary claims documentation and forms; Serving as the primary point of contact with the claimant throughout the claims process; Advising claimants on compensation available through the claims office; Ensuring all pre-determined timelines are met; Sharing current information with claimants on available services and compensation to meet their unique situational needs, including resources available through federal, state, local and non-profit organizations; Communicating clearly, concisely, and directly with claimants in writing and verbally to respond to questions and provide guidance; Representing the claims office to claimants, community members, local leaders and community organizations; Engaging in research and problem-solving to address unique claimant needs; Uploading information and documentation into a system of record to establish and process all claims; Documenting case management, decision-making and engagement with claimants using claims office issued equipment; Analyzing and explains complex information to claimants in a way that is empathetic, accurate and easy to understand. To qualify for this Program Analyst position at the IC-09 level, you must possess one full year of specialized experience equivalent to at least the GS-07 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Organizing, summarizing and presenting complex information; and Writing instructions; and Working as part of a customer service team. OR Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR Combination of education and experience. To qualify for this Program Analyst position at the IC-11 level, you must possess one full year of specialized experience equivalent to at least the GS-09 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Applying established policies and guidance to deliver programs and services to diverse audiences; and Developing written reports, recommendations or findings. OR Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR Combination of education and experience. To qualify for this Program Analyst position at the IC-12 level, you must possess one full year of specialized experience equivalent to at least the GS-11 level in the Federal government, which has equipped you with the skills needed to successfully perform the duties of the position. Experience may be obtained in the federal government, a state or local government, or private sector, and must demonstrate the following: Analyzing and applying increasingly complex policies and procedures to improve program or service delivery; and Mentoring colleagues or team members; and Developing and applying recommendations to continuously improve delivery of programs or services.
