Summary This position serves as the acquisition portfolio manager supporting Power Services Group (PSG), AJW-22. Recognized as a subject matter expert (SME) in the acquisition of power system equipment, design, and installation services. Responsibilities The Aviation Technical Systems Specialist serves as the acquisition portfolio manager supporting Power Services Group (PSG), AJW-22. Serves as a recognized subject matter expert (SME) on National Airspace System (NAS) system and equipment to perform critical tasks requiring the development of new concepts, systems, or innovative approaches. Provides leadership for highly complex and challenging activities under minimal direction of a manager or executive. Acts as a technical expert to develop new and innovative concepts, approaches, methodologies, techniques, and polices for power system acquisition related work activities. Applies experience and expert knowledge of the National Airspace System (NAS) to enable the identification of potential risks from a safety, performance, and reliability perspective, as well as impact to air traffic operations, as full integration of power system sustainment activities are piloted and implemented. Uses knowledge of program and/or project management principles in managing multiple ongoing projects and work activities including analyzing, managing, and monitoring contractor performance for large service and installation contracts. Leads inter-disciplinary teams in technical design, implementation, operational risk mitigation, and acquisition strategy initiatives in the NAS. Ensures technical compliance and alignment with the requirements of the power sustainment program. Monitors and reports on the status and progress of work, checking on work in progress and reviewing completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met. Estimates and reports to the team on progress in meeting established milestones and deadlines for completion of assignments, projects and tasks, and ensures that all team members are aware of and participate in planning for achievement of team goals and objectives. Possesses an understanding of power system environment, including sustainment, maintenance, operations, contingency, logistics, and acquisition policies and their application and impact on the NAS. Provides guidance for the acquisition of power systems equipment, design, and installation services, including un-interruptible power supplies (UPS), engine generators (EG), direct current (DC) bus systems, electrical distribution equipment (EDE), static transfer switches (STS), ARTCC Critical/Essential Power Systems (ACEPS) and Critical Power Distribution Systems (CPDS). Maintains awareness and researches new technologies and programs to enhance future NAS capabilities in these areas. Uses the operational risk management processes in the planning of NAS power sustainment projects, and applying lessons learned to prevent adverse impacts to NAS operations during project execution. Predicts potential issues and proposes recommendations for preventive action. Serves as primary point of contact for PSG in assisting contracting officers to obtain Chief Financial Officer's approval, initiating Market Surveys, initiating Screening Information Request/Request for Offers (SIR/RFO), and finalizing contract awards. Facilitates communication effort between PSG and the Contracting/Acquisition, Program Management, Engineering, Logistics, and Operations offices in the development of PSG acquisitions. Prepares a variety of acquisition documents and technical documents and presentations summarizing conclusions and/or recommendations in support of program management reviews and technical interchange meetings. Briefs senior level officials and external stakeholders on reviews, findings, recommendations, challenges, risks, etc. The Team leader serves as coach, facilitator and/or negotiator in coordinating team initiatives and in consensus building activities among team members. Resolves simple, informal complaints of employees and refer others, such as formal grievances and appeals, to the supervisor or an appropriate management official. Qualifications Candidates must have one year (52 weeks) of SPECIALIZED EXPERIENCE equivalent to at least the next lower grade level (FV-J or FG/GS-14) that is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE is defined as: Experience with power system requirements, prioritization of power sustainment projects and the development of power sustainment budgets. Experience ensuring the acquisition of equipment and services takes place to meet program schedules. You should include relevant examples of the specialized experience in your work history.
