The Quality Control/Quality Assurance Coordinator (QC/QA) will perform a wide range of construction functions, assist the CWS Construction Project Manager and Design (A/E) Project Manager as a QC/QA expert for designing, planning, directing, managing, and coordinating OBO projects. The QC/QA Coordinator will work with assigned project team members to achieve the highest possible priority and effectiveness in meeting the scope, schedule and cost goals of OCONUS projects, focusing on contractual required documentation, submittals; and institution of controlling programs such as a quality control program, construction scheduling, cost control, and projects closeout services.

  • Assure that completed design and construction meets all contract requirements Managing and coordinating QC/QA activities with the CWS PM, CW, Construction Superintendent and MEP Coordinator assigned to each construction Project.

  • Inspect for quality and reports errors and their causes and documents corrective actions.

  • Work with the A/E Project Manager to develop economical and constructible designs

  • Develop a working knowledge of all technical requirements of the projects

  • Review the CWS Construction Superintendent’s Requests for information (RFI) for questions related to all aspects of QC/QA

  • Work closely with OBO in coordinating the efforts of the OBO QA project staff

  • Lead the development of a Construction Quality Control (CQC) plan on each project contract.

  • Work with the CWS PM, A/E Project Manager, CM, MPE Coordinator, and Superintendent on the CQC plan which defines procedures to manage and controls design and construction activities; ensuring that the completed project complies with contract requirements

  • Develop a working knowledge in OBO and CWS QC/QA policies, procedures, and regulations; and adherence to personnel policy

  • Inspect and document the activities of each OBO assigned CWS DB project.

  • Ensure that the CWS Construction Superintendent implements and maintains an appropriate CQC

  • Employ Design Build (DB) measures to assure OBO facilities of outstanding quality and value.

  • Inspect ongoing and completed work to assure that necessary changes are made in the CQC system, if excessive construction deficiencies occur

  • Assist the OBO, in planning, coordinating, evaluating, and scheduling the work to ensure that the CWS construction crew meet required standards of quality, schedule, cost goals, and contract compliance

  • Ensure that the CWS Construction Superintendent provides appropriate supervision and quality control inspections of the work.

  • Interpret, explain plans and contract document terms to administrative staff, contractor superintendents, vendors, and OBO clients.

  • Represent the interests of OBO while ensuring the understanding of all that the OBO Contracting Officer for the project contract is the only individual with authority to direct changes to the scope of work through written modifications

  • Understand the International Building Code and job specifications; review with the CWS Construction Superintendent to determine appropriate construction methods providing quality assurance inspections and field verification of all aspects of the CWS Quality Control/Assurance Coordinator’s quality control program

  • Confer with CWS Construction Superintendent, Post clients, and design professionals to discuss and resolve matters such as CQC complaints, and construction problems.

  • Evaluate the necessity and accuracy of any change order proposals related to the CQC

  • Ensure that the CWS Construction Supervisor maintains as-built documentation

  • Review subcontractor's monthly pay request accurately represents the work performed

  • Ensure that materials for which payment has been requested are properly accounted for, in acceptable condition, and stored correctly

  • Review the CWS Construction Superintendent’s "Daily Project Log" for CQC issues

  • Prepare a CQC compliance statement for inclusion in the CM Monthly Progress Report

  • Support the CWS PM in all contract administration matters, including negotiation of modifications and/or claims and interpretation of contract requirements

  • Coordinate CQC compliance in the procurement and logistics of construction materials and tools; ensure strict compliance with OBO guidance related to classified shipments

  • Review design submissions with full authority to act for the CWS on CQC matters, including design quality, constructability, operability, and environmental concerns.

  • On-site construction inspections with full authority to act for the CWS on CQC matters, including all control activities and tests, and documentation of CQC activities

  • As required, assist with the development of proposals, presentations, special reports, and special projects

  • Participate in project meetings and conferences as appropriate, and, when required, prepares minutes of project meetings

  • Undertakes other duties, as may be assigned by the CWS PM

  • Act as a skilled instructor, evaluator who interprets laws and regulations, implements precise policies, performs quality investigations,

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Architecture, Mechanical Engineering, Electrical Engineering, or Civil Engineering degree from an accredited university in the United States

  • Minimum of 5 years of on-site vertical USG construction experience (such as field activities on buildings)

  • Extensive experience in the construction of data centers and complex electrical and mechanical infrastructure projects

  • Experience in developing project scopes and schedules, coordinating change orders and RFIs, managing and tracking project budgets, and cost control

  • Construction experience with:

  • DOS OBO and/or OCONUS construction experience

  • Strong experience in managing relationships with owner’s representatives, architects, engineers and clients on a professional level while supervising subcontractors and vendors is a priority.
