  • The Construction Superintendent will perform a wide range of construction functions, reporting to the CWS Construction Manager and serve daily as the lesion between the CWS CM and the Post stakeholders to mediate construction issues and find workable solutions that appeal to all parties. The Superintendent will work with assigned CWS project team members to achieve the highest possible priority and effectiveness in meeting the scope, schedule and cost goals of OCONUS projects; focusing on contractual required documentation, submittals and institution of controlling programs such as a quality control program, construction scheduling, cost control, and projects closeout services.

  • Manage and coordinate the activities of the CWS construction crew and materials to execute the OBO approved design

  • Prepare Daily Progress Report summarizing project status

  • On-site organization with management of lines of authority to ensure overall project coordination, and overall control throughout the life of the project

  • Work with the CWS Quality Control/Assurance Coordinator to assure Quality for ongoing construction project

  • Develop a working knowledge of all technical requirements of the projects

  • Follow the Project Execution Plan and cost loaded construction schedule

  • Submit all Requests for information (RFI) for questions related to all aspects of the design to the CWS CM

  • Work closely with the OBO project staff

  • Implement and maintain an appropriate safety and accident prevention plan

  • Coordinate project safety issues with the CWS construction crew, the Post Occupational Safety and Health Officer (POSHO), and the Safety Officer in CM's Construction Support Division (OBO/CFSM/CS), in accordance with the requirements of OBO safety and health requirements and host country health and safety requirements when more stringent

  • Assist post, the OBO, and the CWS Quality Control/Assurance Coordinator in planning, coordinating and scheduling the work to ensure that the CWS construction crew meet required standards of quality, schedule, cost goals, and contract compliance

  • Provide appropriate supervision and quality control inspections of the work.

  • Assist the CWS CM to interpret and explain plans and contract document terms to administrative staff, contractor superintendents, vendors, and OBO clients, representing the interests of OBO

  • Understand that the OBO Contracting Officer for the project contract is the only individual with authority to direct changes to the scope of work through written modifications

  • Understand the International Building Code and job specifications; review with the CWS CM to determine appropriate construction methods providing quality assurance inspections and field verification of all aspects of the CWS Quality Control/Assurance Coordinator’s quality control program

  • Confer with CWS CM and Post stakeholders to discuss and resolve matters such as work procedures, complaints, and construction problems.

  • Assist the CWS CM to evaluate the necessity and accuracy of any change order proposals

  • Maintain as-built documentation

  • Assist the CWS CM in the review of subcontractor's monthly pay request

  • Maintain a "Daily Project Log" and immediately report issues that impact construction costs and schedule, and QC, Safety, and Environmental concerns.

  • Participate in project meetings and conferences as appropriate, and, when required, prepares minutes of project meetings

  • Undertake other duties, as may be assigned by the CWS CM

  • Bachelor’s Degree required

  • 5 years of on-site vertical USG construction experience (such as field activities on buildings)

  • Construction experience with:

  • DOS OBO and/or OCONUS construction experience

  • Structural

  • Civil

  • Energy conservation

  • Sustainable design

  • Mechanical

  • Electrical

  • Seismic and geotechnical engineering

  • Space planning and systems furniture integration

  • Interior design

  • Signage

  • RF shielding systems design

  • Experience in supervising project scopes and schedules, coordinating change orders and RFIs, managing and tracking project budgets, and cost control

  • Extensive experience supervising the construction of data centers and complex electrical and mechanical infrastructure projects

  • 100% OCONUS travel, required.

  • Secret clearance, required.

  • Strong experience in managing relationships with owner’s representatives, architects, engineers and clients on a professional level while supervising subcontractors and vendors is a priority.
