  • The Mechanical Plumbing Electrical Construction Coordinator ( MPE) will perform a wide range of construction management functions, assist the CWS Construction Project Manager (PM), Construction Manager (CM) and Design (A/E) Project Manager as a MEP Coord. and management expert for designing, planning, directing, managing, and coordinating OBO projects, and working with assigned project team members to achieve the highest possible priority and effectiveness in meeting the scope, schedule and cost goals of OCONUS projects. The MEP Coord. will supervise all Mechanical and Electrical Trade contractors, and vendors involved in the project, and coordinate all Mechanical and Electrical schedules, budgets, reports and documentation from pre-construction through close-out.

  • Manage and coordinate the activities of the CWS Construction Superintendent (Super) assigned to each construction Project.

  • On smaller mechanical, plumbing, or electrical projects, serve as the CM and/or Super under the supervision of the CWS CM

  • Work with the CWS Quality Control/Assurance Coordinator to assure Quality for ongoing construction project

  • Work with the A/E Project Manager to develop economical and constructible designs

  • Develop a working knowledge of all technical requirements of the projects

  • Develop/keep up to date the Project Execution Plan and cost loaded construction schedule to establish the means to execute, monitor, and control projects

  • Review the CWS Construction Superintendent’s requests for information (RFI) for questions related to all aspects of the MPE design

  • Serve as the CM and/or Super, prepares Monthly Progress Report summarizing project status

  • Serve as the CM and/or Super, work closely with OBO in coordinating the efforts of the OBO project staff

  • Serve as the CM and/or Super, implements and maintains an appropriate safety and accident prevention plan on each project contract.

  • Serve as the CM and/or Super, monitors and coordinates project safety issues with the CWS construction crew, the Post Occupational Safety and Health Officer (POSHO), and the Safety Officer in CM's Construction Support Division (OBO/CFSM/CS), in accordance with the requirements of OBO safety and health requirements and host country health and safety requirements when more stringent

  • Serve as the CM and/or Super, assists Post, the OBO, and the CWS Quality Control/Assurance Coordinator in planning, coordinating, evaluating, and scheduling the work to ensure that the CWS construction crew meet required standards of quality, schedule, cost goals, and contract compliance

  • Serve as the CM and/or Super, provide appropriate supervision and quality control inspections of the work.

  • Interpret and explain plans and contract document terms to administrative staff, contractor superintendents, vendors, and OBO clients, representing the interests of OBO while ensuring the understanding of all that the OBO Contracting Officer for the project contract is the only individual with authority to direct changes to the scope of work through written modifications

  • Understand the International Building Code and job specifications; review with the CWS Construction Superintendent to determine appropriate construction methods providing quality assurance inspections and field verification of all aspects of the CWS Quality Control/Assurance Coordinator’s quality control program

  • Serve as the CM and/or Super, confer with Post clients, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems.

  • Serve as the CM, receives subcontractor submittals and reviews for completeness and determines whether OBO project staff, OBO Design Engineer, or the Design A/E performing construction phase services shall review and provide comments and recommendations for acceptance of the submittals

  • Serve as the CM, track the timeliness of submittals due from the subcontractor, their review by OBO, and response/return to the contractor

  • Evaluate the necessity and accuracy of any MPE change order proposals and prepare Statements of Work for modifications and change orders as may be required

  • Serve as the CM and/or Super, maintain as-built documentation

  • Review subcontractor's monthly MPE pay request accurately represents the work performed

  • Ensure that MPE materials for which payment has been requested are properly accounted for, in acceptable condition, and stored correctly

  • Serve as the CM and/or Super, assure the maintenance of a "Daily Project Log"

  • Serve as the CM and/or Super, prepare a CM Monthly Progress Report summarizing the status of construction projects

  • Publish and distribute the CM Monthly Report as directed by the CMS PM, maintaining progress photo albums for each contract project and implements and monitors project reporting

  • Support the CMS PM in all contract administration matters, including negotiation of modifications and/or claims and interpretation of contract requirements

  • Serve as the CM, direct and coordinate the procurement and logistics of construction materials and tools; ensure strict compliance with OBO guidance related to classified shipments

  • As required, assist with the development of proposals, presentations, special reports, and special projects

  • Participate in project meetings and conferences as appropriate, and, when required, prepares minutes of project meetings

  • Undertake other duties, as may be assigned by the CWS PM and/or CM

Minimum Qualifications:(To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.)

  • Mechanical, Plumbing or Electrical Engineering degree from an accredited university in the United States

  • 5 years of USG construction experience, preferably OCONUS with large sophisticated mechanical and electrical systems

  • Extensive experience managing the construction of data centers and complex electrical and mechanical infrastructure projects

  • Experience in developing project scopes and schedules, coordinating change orders and RFIs, managing and tracking project budgets, and cost control

  • Secret Clearance required

  • 100% OCONUS travel, required
