Minimum Qualifications Transfer Opportunity:Candidates must have permanent status as a Mental Health Program Specialist 2 and be eligible for lateral transfer; OR be eligible to transfer via Section 70.1 of the Civil Service Law by having at least one year of permanent service in a qualifying title within two salary grades of the Grade 23 level. 55b/c Opportunity: Individuals certified eligible for the 55b/c program under the Governor’s Program to Hire Persons/Veterans with Disabilities pursuant to Section 55b/c of the Civil Service Law will also be considered. Duties Description The Office of Mental Health (OMH) is currently recruiting to fill a Mental Health Program Specialist 2, Grade 23, position in the Central New York Field Office. The incumbent will provide technical assistance and oversight to existing and newly established mental health programs and support localities to ensure programs are operated according to established laws, policies, and regulations in the twenty county Central New York Region. In addition to support of oversight functions, this position will resolve complaints received directly from stakeholders as well as through the OMH Commissioner’s office. Specific duties to be performed may include, but are not limited to, the following: • Assist and coordinate with the Division of Adult Community Care, other State Agency’s (i.e OASAS, OTDA etc.), LGUs and other Stakeholders in the planning and implementation of services for adults • Coordinate with localities, other State entities, OMH PCs, providers, other relevant entities, and the individual involved, in the investigation and resolution of concerns/complex cases. • Provide content expertise and coordination for new and expanding program models (CTI, SOS, etc.) • Facilitate training and technical assistance for providers • Provide oversight for unlicensed programs • Coordinate with LGU efforts around system of care, resource gaps and needs and county planning • Partner with licensing staff around progress and follow up related to contract programs, PAR, EZ PAR • Partner with licensing staff and Central Office in support to Article 28 and 31 hospitals in the implementation of SOTS Admission and Discharge guidance, regulations and reporting.
