Air National Guard Units TRAFFIC MANAGEMENT SPECIALIST (TITLE 32) in Scott AFB, Illinois

Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a TRAFFIC MANAGEMENT SPECIALIST (TITLE 32), Position Description Number D1960000 and is part of the IL 126, National Guard. Responsibilities As a TRAFFIC MANAGEMENT SPECIALIST (TITLE 32), GS-2130-11, you will serve as a Distribution Manager, which provides technical expertise and support relating to the movement of equipment, supplies, and personnel for both peacetime and wartime. Manages, directs, develops, plans, and analyzes deployment and distribution management programs. Major Duties - This is NOT an all-inclusive list: Develop, maintain, and exercise the commercial traffic functions of mobilization plans, as well as training programs for managers and mobilization augmentees on related transportation subjects. Manage all materiel distribution activities, including organic ground transportation for cargo and personnel. Monitor and ensure proper handling, packaging, and shipping of arms, ammunition, explosives, Controlled Cryptographic Items (CCI), and classified/sensitive items. Review, as required, individual paperwork associated with a Permanent Change of Station (PCS) Personally Performed Moves (PPMs) to ensure requested reimbursement on charges are in line with a commercial PCS move. Analyze and advise on transportation considerations relative to the domestic and international movement of equipment, supplies, and personnel via surface and air modes. Analyze traffic data and characteristics to determine areas of potential improvement; identifies economic and efficient uses of transportation; and projects mission transportation requirements. Interpret and enforce Federal, state, and local regulations concerning the movement of hazardous materials and general commodities through various modes of carriage. Ensure carrier capability complies with government requirements and specifications. Manage the unit transportation budget associated with commercial carriers. Use military and commercial transportation to move cargo and personnel using a multitude of vehicles in direct support of mission requirements. Establish local policies and procedures to support the economical movement of contractually procured materials from vendors Provide coordination, as required, for the base's Space Available (A) travel program which may include but is not limited to: oversight of the manifesting of passengers, coordination with Base Operations and Security, checking passenger credentials to determine authorization for Space A use, and/or providing security and safety briefings to passengers. Administer and facilitate operations associated with packaging, classifying, and arranging cargo for shipment or storage. Ensure that traffic management and transportation services required to support the mission are accomplished. Ensure the preparation of Transportation Discrepancy Reports (TDR) and other documents in support of government claims against carriers for freight loss and damage or failure to provide contracted services. Ensure advance procurement of transportation services to achieve greatest overall cost efficiency and oversees the audit of the Travel Services Contractor for application of appropriate discounts for official travel. Requirements Conditions of Employment NATIONAL GUARD MEMBERSHIP IS REQUIRED. Qualifications AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code § 709), will be in the following manner and sequence, The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG. The SECOND area of consideration will be all current Federal Employees. The THIRD area of consideration will be all Federal re-employment eligible. The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership. The FIFTH area of consideration will U.S. Citizens. Military Grades: Enlisted - Minimum Rank of MSgt - Maximum Rank of CMSgt GENERAL EXPERIENCE: MUST possess experience, education, or training which has provided a knowledge of and understanding of administrative, professional, analytical, or other work relating to traffic or transportation programs or operations, skills in dealing with others in person-to-person work relationships; experience using computer and automation systems. SPECIALIZED EXPERIENCE: GS-11 Level MUST possess specialized experience for the GS-11 Level which includes at least 1 year of specialized experience at the GS-9 Level; experience, education, or training performing, administering or supervising technical and analytical work concerned with planning, development and execution of traffic policies and programs; experience interpreting applicable Federal, State and local laws, and regulations concerning transportation and traffic procedures. Knowledge of transportation requirements and systems for specific geographic areas (International and Continental United States One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
