Naval Facilities Engineering Command MOTOR VEHICLE OPERATOR in San Clemente Naval Reserve Island, California

Responsibilities You will complete operator maintenance on assigned vehicles (e.g. air pressure, oil level, water in radiator, adequate fuel). You will determine safe turning radius of vehicles to prevent jack knifing. You will comply with state and local regulations governing the operation of vehicles transporting hazardous materials. You will check material loaded or delivered aging documents to prevent errors, certify the condition of the items, or obtain signatures from receiving personnel. You will load, arrange, and secure varied cargo according to weight, tie-down requirements and unloading sequences. Requirements Conditions of Employment Qualifications Although a specific length of time and experience is not required for most trade and labor occupations, you must show through experience and training that you possess the quality level of knowledge and skill necessary to perform the duties of the position at the level for which you are applying. Qualification requirements emphasis is on quality of experience, not necessarily the length of time. This position has a selective placement factor that will be used to screen out ineligible candidates. The selective placement factor is: You must possess and maintain a valid Class A Commercial Driver's License with a P(Passenger) endorsement at time of appointment. X-Hazardous and T-Tankers endorsements must be obtained within 180 days of appointment. (NOTE: You must provide a copy of your current, valid Class A Commercial Driver's License with your application to be considered for the this position.) This job has a screen-out element which will be used to determine minimum eligibility for this job. Applicants who do not receive a minimum of two points on the screen-out element(s) will be found ineligible. The Screen-out Element for this position is; Ability to do the work of Motor Vehicle Operator without more than normal supervision performing the following; 1) Driving vehicles such as, semi-tractor-trailers, heavy duty flatbed trucks, heavy fuel tank trucks, heavy straight in-line trucks, heavy duty tow trucks, heavy vacuum trucks, crane trucks, heavy duty waste disposal/trash collection trucks and vehicles weighing more that 32,000 pounds; 2) Loading, unloading and arranging of cargo; 3) Using a two-way radio to remain in contact with supervisor or dispatcher. Education Additional Information San Clemente Naval Reserve Island, CA locations are entitled to a remote site-offshore allowance up to $10.00 a day in addition to pay otherwise due to the employee. (See 5 U.S.C. 5942 and 5 C.F.R. 591 Subpart C) This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. A 40 hour work week is typical for this position. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. This position is at full-performance level. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. PHYSICAL EFFORT: The work requires moderate physical effort in operating, turning, backing, and controlling vehicles which carry heavy loads or large number of people. Physical effort is comparable to that required to climb on tractors to hook up service lines and load or tie down cargo; in making couplings between the vehicle and towed equipment because safety chains, tow-bars, and hooks must be lifted and properly secured. Considerable physical effort may be required to change tire and make limited emergency repairs, such as installing an emergency fan belt or replacing an electrical fuse on open highways. Physical effort may be required in operating, turning, backing and controlling vehicles which carry heavy loads. WORKING CONDITION: Operates vehicles in all types of traffic and weather on public roads and is exposed to the danger of serious accidents. Drives in heavy traffic and at highway speeds over complicated roads and interchange systems. Drivers are exposed to dirt and fumes, and the possibility of cuts, bruises, and broken bones as a result of accidents while driving or from falling objects when loading and unloading the vehicle. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
