The Opportunity

USAID’s INTEGRATE project will contribute to sustaining the gains in the HIV response and enable pandemic preparedness and resilience in the face of other health threats by integrating current HIV systems for prevention, care, and treatment services into existing country health systems and primary health care platforms, in alignment with country priorities. 

As the Technical Director, you will work in collaboration with the Project Director to provide strategic technical leadership and oversight to ensure the successful implementation of the INTEGRATE Activity. You will guide the Activity technical strategies, coordinate technical teams, guarantee delivery quality assurance and ensure achievement of project outcomes. You also will ensure the adaptation and integration of emerging knowledge and innovative solutions in all Activity efforts. Approximately 25%-30% of time traveling is estimated for this position.

This position is contingent upon a project award to Abt Global.

Core Responsibilities

Program Excellence, Delivery and Expansion

  • In alignment with the Project Director, provides visionary technical leadership to drive programmatic activities across the geographic and technical scope of the Activity.

  • Sets a high standard for technical quality and adoption of all applicable global best practices, contributing to a culture of results-orientation and adaptive management across the global project team, including among sub awardees.

  • Provides technical leadership for annual planning, implementation, monitoring and adaptation throughout life of project, identifying opportunities to adopt innovative new approaches, test them, document and disseminate them to the global community.

  • Supports country teams to ensure high quality transfer of skills and knowledge to local partners, institutions, government stakeholders and communities.

  • Fosters strong relationships with government agencies, donors and local partners and support them on issues related to technical areas/functions to ensure all programmatic activities are technically sound and sustainable.

  • Contribute to monitoring, evaluation and reporting through monthly activity updates, quarterly and annual progress reports, and technical reports as needed.

  • Work closely with other technical leads to ensure a consistent and integrated approach across all project activities.

  • Participate in technical networks, meetings, and select technical working groups as appropriate to represent the project and ensure collaboration on relevant technical work.

Grow and Evolve a Diverse and Global Workforce

  • Roll out and implement an INTEGRATE staff engagement and retention strategy with senior management. 

  • Proactive in coaching and developing emerging talent and other personnel, and ensure direct reports do the same. Ensure the right people are in the right positions in every level of the global project with appropriate development and succession plans. 

  • Ensures INTEGRATE contributes positively and explicitly to Abt wide equity, diversity, and inclusion goals. 

_Business Development _  

  • Contribute to the development of a strategy for capturing experience and capabilities developed in Abt through INTEGRATE for utilization for related opportunities. 

  • Work with and across Client Engagement and Growth, and the Corporate Growth Office to support and strengthen responses to business opportunities in HIV, integrated service delivery, health systems strengthening, or others clearly aligned with INTEGRATE’s scope of work. 

What We Value

  • Doctor of Medicine (MD), Doctor of Public Health (DPH) or PhD in related field + 10 years of experience OR Master’s degree (MPH) + 12 years of relevant experience.

  • Degree(s) must be in public health, medicine, health management, or similar related field(s).

  • Relevant experience must be in the design, implementation, evaluation and adaptation of programs focused on HIV in PEPFAR supported countries.

  • At least 5 years of relevant experience working in PEPFAR-supported countries.

  • Expansive expertise across all technical, systems-strengthening focused and clinical areas for HIV programming, including HIV integration into primary health care (PHC) services and health security infrastructure; HIV testing and counselling (HTC); treatment, care and support; key populations and vulnerable groups; human resources for health; differentiated service delivery models; supply chain; laboratory strengthening and more.

  • Strong understanding of USAID Office of HIV/AIDS (OHA), Bureau for Global Health Security and Diplomacy/PEPFAR priorities, rules and regulations with proven track record of donor responsiveness and compliance.

  • Strong understanding of USAID localization requirements and commitment to building local capacity.

  • Demonstrated experience leading and managing multi-disciplinary technical teams in various contexts and cultures.

  • Excellent interpersonal, communication and leadership skills.

  • Fluency in English oral and written communication is required.

  • Ability to interact professionally in one or more relevant foreign languages (e.g., French, Spanish, Portuguese) is preferred, but not required.

This position offers an anticipated annual base salary range of approximately $139,000 to $222,000 and may vary by ten percent depending on candidate geographic location.  Salary offers are made based on internal equity and market analysis.
