Air Force Materiel Command SUPERVISORY SAFETY AND OCCUPATIONAL HEALTH MANAGER in Robins AFB, Georgia

The primary purpose of this position is to exercise second level supervisory and managerial authorities over the ABW Safety Office managing the occupational and safety programs for a complex multi-mission installation involving diverse ground, aviation and industrial safety. Responsibilities Directs, coordinates, and oversees work through subordinate supervisor and staff. Advises ABW Safety Office staff regarding policies, procedures, and directives of higher level management or headquarters. Plans, organizes, and oversees the activities of the ABW Safety Office ensuring the ABW Safety Office complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate organization and ABW Safety Office objectives. Represents ABW Safety Office at a variety of installation and organizational functions. Establishes, develops, and maintains effective working relationships with AFSC directors and personnel, base commanders, Complex commanders, other unit commanders, employees, managers, and labor union representatives at all levels within the serviced organizations, senior management officials, other DoD installations, contractors, safety and health professionals from the Federal and State Occupational Safety and Health Administration, and representatives of societies and national safety associations. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, to include the Individual Occupational Requirements (IOR) for the NH-0018, Safety and Occupational Health Management Series. INDIVIDUAL OCCUPATIONAL REQUIREMENT for this position can be found here In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Examples of specialized experience such as 1) Managing safety or occupational health program elements. 2) Developing and recommending safety and occupational health policy to higher levels of management. 3) Applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements. 4) Developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards. 5) Developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses. 6) Analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards. 7) Designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards. 8) Inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards. 9) Training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects. 10) Work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of applicable Department of Defense, Department of Labor and United States Air Force; occupational safety and health standards, weapons, explosives and nuclear standards, procedures, methods, techniques and regulations sufficient to assist subordinates in identifying and evaluating complex safety and occupational hazards in a wide variety of high-risk activities involving industrial and manufacturing operations. Comprehensive knowledge of flight operations, industrial and manufacturing procedures and work processes, aircraft ground operations, shop machinery design, material handling procedures, toxic, explosives and hazardous materials, and compressed gases sufficient to ensure employees correctly develop, organize and execute comprehensive surveillance and evaluation programs. Knowledge or pertinent elements of engineering principles, methods and techniques, and identification and control measures used by industrial hygienists and fire prevention personnel sufficient to review, evaluate, and advise on a wide range of activities inherent in an occupational safety and health program. Comprehensive knowledge of safety programs in the contracting area to ensure employees accurately administer contract principles, practices and procedures. Sufficient knowledge of federal acquisition procedures and worldwide safety standards and laws to ensure employees correctly apply methods and techniques in the formulations of safety specifications for contracts and the inspection of private, government and foreign government/military owned aircraft manufacturing and repair operations. 2. Leadership level knowledge of occupational, flight and weapons safety and security regulations, practices, and procedures. 3. Ability to effectively manage, plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an organization through subordinate 78 ABW Safety Office supervisors and employees. 4. Ability to identify, analyze, and translate complex information, make appropriate judgments, and evaluate options. 5. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
