Position Summary:  

Under the authority of the Administrator, Homeless Services Program, the incumbent is responsible for supporting the implementation, management, and quality improvement of DHS's contracted homeless services and other related Continuum of Care (CoC) supports to increase the stability of the county's most vulnerable individuals and families and to create opportunities for them to thrive.  

Overview:

Duties:  

  • Supports the quality improvement of homeless services in Allegheny County by developing and implementing strategies to work with DHS' contracted homeless service providers, including designing and leading communities of practice, training programs and peer learnings that address system-wide weaknesses, areas for improvement, and new policies or procedures.
  • Examines and recommends strategies to implement best practices and data-driven quality improvement across homeless system.
  • Collaborates with DHS staff, DHS contracted homeless service providers and other stakeholders to assess and identify areas of system-wide weakness and areas for improvement.
  • Develops new policies and procedures and strategies to improve the quality and operation of DHS' contracted homeless and housing programs.
  • Assists in new program design for homelessness issues and develop methods of implementation.
  • Establishes strong relationships with stakeholders (e.g., contracted providers, DHS leadership, Homeless Advisory Board (HAB), persons experiencing homelessness, etc.)
  • Represents OCS with local communities and providers at meetings and various committees.
  • Performs related duties/special projects as requested by the Administrator, Homeless Services Program.

Knowledge, Skills, and Abilities

Knowledge of:  

  • Homelessness, affordable housing and/or HUD.
  • Data driven approaches to decision making.
  • Quality improvement strategies. 

Skill in: -  Program development and program management.

  • Microsoft Office Suite. 

Ability to:  

  • Determine the use of data for quality improvement.
  • Research and evaluate best practices.
  • Analyze, evaluate, and interpret data.
  • Communicate effectively, both orally and in writing.
  • Establish and maintain effective working relationships.    

Residency: Allegheny County within 1 year. Veterans' Preference: Will be awarded to eligible candidates.
