COMPENSATION

Earnings Potential : $1 60,675 - $ 2 10,886

Hay Points: 1 510

Overtime Eligibility: Not eligible for paid overtime in accordance with FLSA

RESPONSIBILITIES

MTA Bridges and Tunnels manages and operates nine inter-borough crossings (seven bridges and two tunnels) in the NYC Region and Manhattan’s Central Business District Congestion Relief Zone. The Vice President (Tolling Management - Toll Operations) is an e xecutive level position in the Tolling Management – Toll Operations program/department, with independent decision-making authority for division policy, strategy, governance, staffing, budget, and expenditures.

This role encompasses comprehensive responsibility for all aspects of Tolling Operations program/division, ensuring safety, quality, risk management, and commercial viability for both TBTA and CBDTP. Key responsibilities include:

• Representing the agency before various stakeholders, including elected officials, regulatory entities, and industry partners.

• Managing special projects at the request of MTA HQ

• Ensures agency input into capital project scope and coordinates with C&D for successful project completion, while minimizing impacts to operations and customers and ensuring safety and security of facilities.

• Supervising and directing staff, overseeing their performance, development, and any organizational restructuring initiatives.

• Oversees vendor contracts

• Overseeing all facets of cashless tolling operations, from managing roadway systems to administering back-office operations and customer service functions.

• Developing and implementing discount, rebate, and exemption plans enhanc ing customer benefits.

• Coordinating with MTA HQ consolidated partners to ensure seamless agency operations.

• Planning and overseeing tolling-related procurements, ensuring adherence to budgetary constraints and project timelines.

• Providing strategic direction and management oversight throughout the project lifecycle.

• Monitoring tolling systems' performance and implementing measures to enhance efficiency, reliability, and accuracy.

• Overseeing tolling transaction reconciliation to maintain financial integrity and accuracy in records.

• Collaborating closely with the Revenue Recovery team to minimize unbillable and unpaid transactions, optimizing revenue collection processes.

QUALIFICATIONS

  • Bachelor’s Engineering, Systems, Technology, Finance, Project Management, or Planning preferred.

  • Must have a minimum of sixteen (16) years related experience, including at least ten (10) years in a management or supervisory role in a large, multi-faceted organization.

  • An equivalent combination of education and experience may be considered.

  • Significant experience in program management for large government agencies or businesses with highly complex systems preferred.

  • Substantial experience leading and managing a unionized workforce and/or consultant/contractor/vendor staff.

  • Proficient in Microsoft Office Suite and document management software.

  • Unrestricted driver's license in New York State

  • Excellent communication and interpersonal skills.

  • Demonstrated ability with building relationships and working collaboratively with internal and external stakeholders.

  • Demonstrated ability to effectively work in a high profile, high pressure environment.

  • Must have focus and ability to deliver on results, organizational effectiveness, and continuous improvement.

  • Must be a proven leader as a change agent and creative/innovative thinker with the ability to align business goals with solutions to drive process improvements.

  • Must possess excellent team building, listening, problem solving, and prioritization skills.

  • Ability to respond to any authority location on a 24/7 basis when required.
