The Salvation Army Housing Specialist in New Britain, Connecticut

Overview

Location: New Britain Men’s Shelter (New Britain, CT)

Status: Non- Exempt, Part-time

Hours Per Week: 25

Scope & Purpose of Position: Provide direct case management services to assist shelter guests in moving from homelessness to permanent housing, utilizing a Housing First philosophy. Work with shelter guests to identify permanent housing obstacles and develop housing plans to address and overcome those barriers. Serve as a link to community resources and service providers. Work with the New Britain community providers to ensure collaboration with the Coordinated Access Network (CAN).

Responsibilities

  • Adhere to guidelines for staff responsibilities as found in The Salvation Army’s Employee Manual.

  • Advocate for the mission of The Salvation Army and uphold the organization’s values.

  • Assist participants in developing a strength-based, solution-focused individualized housing plan that promotes obtaining and maintaining permanent housing.

  • Assist shelter guests in locating and securing housing of their choice; apply knowledge of residential lease contracts to educate clients on their rights and responsibilities.

  • Attend workshops and training, as necessary, to fulfill the position's responsibilities.

  • Be knowledgeable of all HUD definitions and requirements for ESG and CT RRP assistance.

  • Collect and report program data, including but not limited to HMIS and funder-required data. Complete monthly statistical reports as requested in a timely manner.

  • Conduct intake interviews and case management to determine participants’ needs, goals, and eligibility. Document accurate case notes as required within 48 business hours, monthly outcome reports, and files for each individual/household per contract requirements.

  • Create and maintain consistent verbal and written communication channels between involved parties (i.e., tenant, landlord, referral source, collaborating agencies).

  • Develop an effective, timely referral network; provide information and referral assistance regarding available support from appropriate social service agencies and community programs.

  • Engage with community partners.

  • Participate in program development and implementation as requested by the supervisor.

  • Promote and ensure a Housing First philosophy .

  • Mediate and advocate with landlords and housing providers on the client’s behalf to develop a workable plan to obtain/maintain housing.

  • Represent The Salvation Army at community meetings, as requested by the supervisor.

  • Support a low-barrier, trauma-informed environment for single men.

  • Use the Harm Reduction model and trauma-informed approach through service delivery with each shelter guest.

  • Use shelter diversion techniques, including family mediation throughout an individual’s shelter stay, to assist in self-resolving their housing crisis. If a household does not self-resolve within two weeks of entry into the shelter, complete a VI-SPDAT to be added to the by-name list.

  • Work to increase the number of individuals who exit to permanent housing.

  • Work to reduce the average length of stay in emergency shelters.

  • Work with individuals to identify barriers to housing stability and assist guests in reducing barriers by linking to resources.

Qualifications

  • A bachelor’s degree in human services is preferred, or a two-year degree in human services and two years of related experience or five (5) years of case management experience is required.

  • Minimum of two (2) years of case management required.

  • Ability to establish and maintain professional boundaries.

  • Ability to maintain confidentiality in all aspects of work.

  • Ability to work in a fast-paced environment and work well under pressure.

  • Demonstrated knowledge of community resources, social service agencies, and landlords.

  • Excellent communication skills, mainly listening, mediation, and writing.

  • Experience working with at-risk populations and persons experiencing homelessness; knowledge and belief in the “Housing First” philosophy and strategies preferred.

  • Fluency in the English language is required. Spanish speaking ability is preferred.

  • Skilled in Microsoft Office Suite programs required.

  • Valid driver’s license and a reliable vehicle or access to transportation required.

  • Must complete KeepSAfe and other training requirements upon hire.
