Job Description

The Planning and Development Department is actively seeking a Resilience Analyst.

This is professional work providing consultations, reports, data review and statistical research to support Jacksonville’s Resilience Strategy. This position is primarily responsible for developing and maintaining data capable of producing, reporting, and analysis for resilience activities. The work requires a seasoned understanding and application of theories, principles, and practices of data usually gained through degree granting schools or related work experience. Contacts with others require skill in understanding and influencing people, sensitivity to others’ point of view, which are important in providing reporting and statistical data to influence and change or resolve behavior and situations. Work is covered by clearly defined policies and principles where work involves differing situations requiring use of judgment in searching for solutions or new applications within one’s known experiences. Work is performed mainly in an office environment. Operates standard office equipment and a personal computer. Physical demands consist mainly of sitting or standing at a workstation for extended periods of time, using standard office equipment on an ongoing basis, and occasionally lifting and moving light objects weighing less than 50 pounds. The work is performed under administrative direction where the work is subject to operating plans, objectives, functional policies and precedents, and the worker is free from any technical control in planning and carrying out their work responsibilities. The work is reviewed in terms of feasibility, compatibility with other work projects, and effectiveness in meeting requirements or expected results.

Examples of Work

  • Gathers data, documentation, prepares reports, and coordinates responses for climate risk data, including flood-risk and storm-surge modeling, heat data, and vulnerability assessments.

  • Manages climate and hydrologic data sets and facilitates the application of data in city processes.

  • Supports and serves as point of contact for consultant teams working with Jacksonville’s future flood risk data.

  • Coordinates with Information Technology Department (ITD) on management and updates of resilience and climate data sets.

  • Develops a public facing data tool to communicate flood risk visually to residents.

  • Develops maps and translates data into public policy and planning resources using geographic information system (GIS).

  • Attends meetings, trainings, and conferences as needed.

  • Leads partnerships with the State of Florida’s Flood Hub to ensure new statewide modeling aligns with the City of Jacksonville.

  • Operates standard office equipment such as a personal computer using word processing, spreadsheet, database, and other related software.

  • Demonstrates proficiency in the City of Jacksonville’s competencies.

  • Performs related work as required.

Knowledge, Skills and Abilities

  • Knowledge of the theories, principles and practices used to perform data analysis for climate and hydrologic data.

  • Knowledge of principles, practices and techniques used to interpret, maintain, and modify data.

  • Knowledge of GIS geo-processing and spatial analysis techniques.

  • Skill in developing complex reports using advanced knowledge of Microsoft Office programs, reporting tools, databases, and various ERP systems.

  • Advanced skill in the use of Microsoft Excel including the ability to import, clean and reformat data from various sources; use advanced formulas to create relational connections, apply business rules and perform calculations; create pivot tables, graphs/charts, dashboards, and professional summaries.

  • Ability to organize data collection and analysis.

  • Ability to research, analyze and interpret rules, regulations, and policies.

  • Ability to prepare documentation and reports for internal or external reports.

  • Ability to organize and prioritize various projects and tasks in an effective and timely manner; self-start, set priorities, and meet time sensitive deadlines.

  • Ability to communicate complex technical concepts and data both orally and in writing to multiple audiences and across disciplines.

  • Ability to establish effective working relationships.

  • Ability to operate standard office equipment such as a personal computer using word processing, spreadsheet, database, and other related software.

Open Requirements/Supplemental Information

OPEN REQUIREMENTS:

  • Bachelor’s degree in public administration, urban planning, computer science, engineering, political science, or related field, including

  • A minimum of three years of professional experience applying and managing data/metrics. Master's in planning, computer science, environmental studies, climate science or related field may substitute as two years of relevant experience.

PREFERED:

  • Climate data/metrics preferred.

  • Master’s degree preferred.

  • Prior work experience in graphic design and/or urban design, project management, and knowledge of risk, vulnerability and benefit-cost analysis preferred.

OTHER REQUIREMENTS: The probationary period for this class is six months.
