Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a MOTOR VEHICLE OPERATOR, Position Description Number D1907000 and is part of the PA United States Property and Fiscal Office, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a MOTOR VEHICLE OPERATOR, WG-5703-08, you will operate primarily straight-in-line trucks and/or truck tractors with semi-trailers which typically have an approximate gross vehicle weight (GVW) of more than 32,000 pounds. Ensure shipping and accounting documents are with the shipment and reflect actual condition, quantities and type of material, including manual turn in and issue documents. Prepare and submits requests for over-dimensional permits to Defense Movement Coordinator (DMC) for military movement involving military vehicles and through the Commercial Transportation Branch for non-military vehicles. Perform warehouse work, as required, to include issuing, receiving and inventorying equipment, supplies and materials; loading and unloading of trucks; storing and pulling warehouse stock; packing and unpacking material; and repairing or replacing items on equipment. Operates electric, gasoline or diesel-powered forklift trucks. Perform a variety of servicing and operator preventive maintenance work on assigned vehicles. Accomplish the full spectrum of support for state and Federal National Guard operations, training, readiness missions, natural disasters, and Homeland Defense/Defense Support of Civil Authorities (HLD/DSCA). Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees working at the location specified AOC 2: NG Employees of the Pennsylvania National Guard AOC 3: All Service Members of the Pennsylvania National Guard (to include Temporary Technicians) AOC 4: Service Members currently serving in another branch and are willing to become members of the Pennsylvania National Guard Military Grades: Enlisted: E1-E8 Supervisor for this position is 1SG Zerbe GENERAL EXPERIENCE: Experience or training which demonstrates the ability to follow instructions and safely operate the type of equipment required to accomplish the duties of the position. SPECIALIZED EXPERIENCE: Application must demonstrate experience or training which demonstrates the ability to operate one or more motor vehicles including platform trucks, van trucks, fuel trucks, stake trucks, dump trucks, and trash removal trucks which typically have an approximate gross vehicle weight of more than 11,700 kilograms (26,000 pounds) and up to 14,400 kilograms (less than 32,000 pounds). Experience operating vehicles and tractors, some of which may be equipped with special-purpose powered equipment. Experience operating platform, van, stake and dump trucks, refueling vehicles passenger buses or ambulance buses. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
