Defense Information Systems Agency SUPERVISORY MANAGEMENT AND PROGRAM ANALYST in Fort Meade, Maryland

Summary This position is in the Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It is being recruited under 10 U.S.C. 1599f into the Cyber Excepted Service (CES) personnel system. Positions in the Cyber Excepted Service are positions necessary to carry out and support the mission of the United States Cyber Command. It is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure, located in the DISA - JFHQ. Responsibilities Serves as the Deputy Director, Capability Requirements and Financial Management, J8, and principal advisor to senior leadership on all aspects of capability requirements and financial management policies, plans, and programs. Performs/advises on work in any of the phases or systems of budget administration and requirement management to include development, determination, and interpretation of resourcing policies and practices. Directs and/or performs continuing program execution review, analysis and appraisal of the major operating and support programs within the organization. Prepares briefs for senior managers on program execution and provides recommendations to senior leaders to correct program variances or problem areas while providing interpretive and analytical advice on financial transactions and program execution. Coordinates the development and reporting of cost/performance information in support of mission tasks for the organization. Serves as a spokesperson regarding financial and requirements management for JFHQ-DODIN with other Installation activities, directorates, commands, tenant activities, satellite activities, and various Joint/DoD agencies. Serves as the Capability Requirements and Financial Management Supervisor and establishes guidelines and performance expectations for subordinate employees. Requirements Conditions of Employment Qualifications In order to qualify for this position, you must meet the requirements described below Qualifying Experience: To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in development, determination, and interpretation of Cyber/IT capability development and budgetary policies and practices, directing and/or performing continued program execution review, analysis and appraisal of the major operating and support programs within an organization as related to capability requirements and financial management. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement. Education There is no substitution of education for specialized experience at the GG-15 grade level. Additional Information This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. This appointment does not confer eligibility to be non-competitively converted to the competitive service. Telework availability will be based upon the mission requirements and supervisory determination. A three year probationary period may be required. This position is subject to completion of 1 year probationary period for assignment to a supervisory position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification Program. This position has been designated as "Mission Essential." Incumbent will be required to report to work or relocate to a new duty location, within the United States, in times of local/national emergency. Employee is subject to recall or call back during off-shift hours, 7 days a week, 24 hours a day, if required by upper management. This position is subject to the limitations imposed by the DOD Priority Placement Program.
