Description of Job

About the Work Unit:

The Financial Services unit exists to provide financial accounting, fiscal, and budget and reporting services in support of the mission of CDPHE. The services provided include: budget submission, implementation and management; financial analysis; accounts payable processing; billings and collections for fees, licenses and penalties; payroll and timekeeping, and payroll cost distribution/allocation; grants financial management, and grants and contracts processing; general ledger; financial and data reporting and analysis, and enforcement of the state and federal fiscal rules and regulations, department policies and procedures and application of accounting standards as set forth by Governmental Accounting Standards Board (GASB). Per the FY 2024-25 budget appropriation, the department consists of staff of approximately 1,900 employees whose activities are funded by monies from a significant number of sources and amounting to over $860 million annually.

The Financial Services Budget Office work unit exists to develop, defend, and implement the Department's annual budget submission that supports the financial needs of all of the Department's divisions. The duties of the Budget Office are divided into two main areas: budget development and budget execution. For the budget execution function, the Budget Office reviews and monitors budget-to-actual spending trends, cash fund balance reports, and grant spending to help ensure that funds are being managed efficiently and effectively throughout the year. The Office also coordinates fiscal note review and analysis during the Legislative Session, and conducts other analysis as needed such as providing responses to open records requests and Executive and Legislative Branch requests.

What you will be Doing:

This position utilizes CDPHE financial systems and other data sources to extract financial data relevant to the public health system; interprets and summarizes the interrelationships of local, state, and federal public health system data; and incorporates systems and statistical thinking into public health practices and systems. This position is under the direction of the Budget Office. This position creates financial reports and databases, and recommends processes to improve the consistency and ease of use of financial data while providing statistical insights to address the state of the public health infrastructure and practices statewide. This involves championing and employing change management techniques with relevant stakeholders including providing input for potential health IT capital systems replacement.

This position works closely with the Office of Public Health Practice, Planning, and Local Partnerships (OPHP) in CDPHE. OPHP collaborates and partners across the public health system to strengthen statewide infrastructure and capacity, and to improve performance of state and local public health agencies.

This position is unique in the Department and requires Staff Authority as the position has direct influence over IT procurement and budgeting along with responsibility for the Fiscal Health Index as an Expert in statistical analysis of public health systems and IT Budgeting. The position requires communications and interactions with many Departmental stakeholders, including maintaining important relationships with all Local Public Health Agencies, and reporting on the assessment of the statistical trends in the healthcare system across the State.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Option I: Experience

Eight (8) years of professional experience in budget analysis, budget development and implementation, cost accounting, grant accounting, or similar financial administration experience, and must have included budget execution and analysis.

Option II: Combination of Education and Experience

A combination of education from an accredited college or university in statistics, mathematics, information technology, data analysis/science, economics, financial planning/analysis, biostatistics, business administration AND professional experience in budget analysis, budget development and implementation, cost accounting, grant accounting, or similar financial administration experience, and must have included budget execution and analysis equal to 8 years.

Additional appropriate education will substitute for the required experience on a year-for-year basis.

This experience must be substantiated within the work history section of the application. The words, "See Resume" will not be accepted. Part-time work will be pro- rated.

Preferred Qualifications:

  • Strong communication skills; outstanding skills and abilities in verbal and written communication to varying levels within an organization, in groups, and individual settings.

  • Experience with drafting data summaries, reports, slide decks, and other data-based publications based on analyses

  • Experience with managing and manipulating data in R using advanced formulas, charts, and graphs.

  • Experience in summarizing and presenting data in order to best communicate findings.

  • CORE experience; knowledge of and experience with the Colorado Operations Resource Engine (CORE) or similar governmental systems;

  • Budgeting experience in a large organization with budget amounts of $50 million or greater

  • Ability to assemble financials from a variety of sources and organize data into compelling reports to obtain business objectives;

  • Knowledge of the federal cost principles and grant management requirements;

  • Knowledge of the Fiscal Rules for Colorado;

  • Prior experience supporting, monitoring, and ensuring compliance with Federal and State contracts, grants and funding streams;

  • Strong analytical skills; the ability to synthesize, interpret, and report on complex or technical information, collect and research data;

  • Experience in using spreadsheets, word-processing, relational databases;

  • Proficiency working collaboratively with internal teams and gain consensus;

  • Excellent organizational skills; the ability to set, track, and accomplish priorities, goals, and timetables to achieve maximum productivity, knowing the status of activities at all times;

  • Critical thinking; ability and motivation to develop creative solutions to complex, interpersonal, process, and systemic challenges;
