Description of Job

Position Title: Payroll Officer

Department: Internal Operations - Finance

Hiring Salary Range: $56,000 - $64,500 annually

FLSA Classification: Exempt (not over time eligible)

Expected Annual Travel : None

Organizational Relationships: This position reports to the Controller and indirectly

reports to the Deputy Chief of Staff and is part of the Office of the Governor Finance team. This position does not have supervisory responsibility.

Summary of Functions: This position processes all aspects of payroll for all employees within the Offices of the Governor. Duties include processing payroll transactions and changes, maintaining the timekeeping system Kronos, maintaining a complete and accurate record of all payroll transactions, and providing technical assistance related to employee’s payroll, timekeeping, retirement, and taxation. In the process of these duties this position will need to enter documents in the State’s financial and payroll systems, CORE and CPPS respectively, ensuring transactions are accurate and in accordance with Generally Accepted Accounting Principles (GAAP) and all applicable State and Federal rules and regulations.

Essential Duties and Responsibilities:

  • Process payroll for entire cabinet – which includes updating staff records for fund changes and pay changes, data entry of new hires and terminated staff, and any updates needed as it pertains to the payroll of the staff;

  • Provide labor allocation/distribution support, ensure that labor costs are allocated correctly in systems (CPPS/CORE), while assisting colleagues with system usage and troubleshooting payroll issues;

  • Ensure all payments and deductions are properly coded for withholding;

  • Create/Modify/Delete payroll documents in CORE as needed;

  • Serves as the department’s timekeeping and leave systems manager, provides timekeeping training to new employees and assists in the configuration and implementation of current and future timekeeping systems;

  • Maintain accurate accrual balances within the timekeeping system and notify employees of projected excess balances

  • Assist Human Resources Director with benefits management, including benefit reconciliations;

  • Reconcile monthly and biweekly payroll to gross pay;

  • Reconcile CPPS to CORE;

  • Compile and submit required PERA reporting;

  • Maintain employee payroll files; and

  • Maintain an accurate Desk Manual.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

Education/Experience: Minimum 4 years of relevant experience in a similar position.

Preferred Qualifications : Bachelor’s degree in a related field or combination of 4 years of relevant work experience/education.
