Description of Duties:

The Program Controls EVM/Financial Analyst supports the Missile Defense Agency (MDA) on the Integrated Research and Development for Enterprise Solutions (IRES) contract. The candidate will:

· Work with Task Order (TO) leadership, Control Account Managers (CAMs), and the TO Scheduler to establish control account work scope, budget, and schedule to support development of the Performance Measurement Baseline (PMB) and Integrated Master Schedule (IMS)

· Synthesize complex data to provide insight into financial risks and opportunities for managerial decision-making

· Perform comprehensive forecasts and what-if analyses to present recommendations to stakeholders

· Interface with and present monthly and annual financial reports to government customers, fostering relationships and securing customer buy-in

· Use MS Excel to maintain a variety of financial records and logs documenting all facets of task order financials

· Process financial actions and extract data supporting internal reviews, recommending corrective action plans and account reconciliation efforts

· Support the development of the Integrated Baseline Review (IBR) and disposition action items

· Assist CAMs in the development of the monthly and annual Estimate at Completions (EACs)

· Assist CAMs in the completion of monthly status, forecast and Estimate to Complete (ETC) responsibilities

· Perform a variety of administrative and analytical duties supporting the day-to-day financial operations of the task order, such as limitation of funds submittals and period of performance extensions

· Keep TO leadership appraised of the overall financial posture and funding authorizations throughout the period of performance

· Work closely with CAMs and TO leadership to oversee and manage multiple control accounts and contribute to the development and timely delivery of task order proposals and modifications

· Prepare month-end Integrated Program Management Review (IPMR) artifacts at the TO and program level in compliance with the Jacobs Missile Defense Group (JMDG) Earned Value Management System (EVMS), support EVMS requirements resulting in effective technical, cost and schedule integration

· Provide support to the preparation, review, and delivery of the IRES Contract Cost and Software Data Reporting/Earned Value Management Co-Plan (CSDR Plan)

· Provide support to the preparation, review, and delivery of annual Contractor Cost Data Reporting (CCDR) reports in accordance with contract requirements

· Provide support to the preparation, review, and delivery of the annual IRES CWBS I&D in accordance with contract requirements

· Provide ad hoc support to other TO and program level objectives and deliverables as needed

· Develop and provide program level reports and presentations on earned value and financial data to executive leadership as well as the government customer when required

· Support and manage the integration of Project Server schedules through the creation of dependencies as described in IRES process documentation

· Be proficient in the use of MS Excel in a complex and dynamic environment, such as to analyze and reconcile cost accounting, charging and funding issues; analyze and review daily, weekly and monthly reports and/or other financial reports and documents; and provide analysis of the data

· Conduct detailed financial analysis and provide insights into budgetary trends and forecasts

· Develop and maintain financial models to support the PPBE process

· Analyze financial data and create visualizations to communicate financial status effectively

· Collaborate with CAMs to review statements of work and basis of estimates for cost proposals

· Trace performance of work statements to CWBS and cost accounts

· Be able to proactively solve problems in a timely manner

This position can be filled at Schriever SFB, Colorado Springs, CO.

This position is expected to pay $97,000 - $122,000 annually; depending on experience, education, and any certifications that are directly related to the position.

Here’s what you’ll need :

Basic Requirements:

Must have one of the following combinations of education and experience: HS Diploma (or GED) and 12 years of general experience; Associate’s degree and 10 years of general experience; Bachelor’s degree and 8 years of general experience; Master’s degree and 6 years of general experience

· Must have at least 6 years of directly related experience providing financial analysis and/or supporting operations in a DoD environment

· Must have at least 3 years of experience working in a management or leadership role

· Must have 5 years of experience directly related to business, finance, or management

· Must have experience with MS Excel that includes the use of pivot tables and formulas

· Proficiency with MS Office products and cost accounting systems

· Must have, or be able to obtain an active DoD Secret Clearance

Desired Requirements:

· Experience working within defined financial guidelines (DCAA and/or DCMA experience)

· Cost analysis or business/data analytics experience

· Project Management Professional (PMP) certification
