Basic Eligibility For A Position With The NRO

    Where You Will Work 

    The NRO Counterintelligence Division is seeking a dynamic officer to serve in a CI position located within the National Cyber Investigative Joint Task Force (NCIJTF), Chantilly, VA. This position requires a depth of experience in CI and offers an opportunity to serve in a role of significant influence, providing support to the NRO and the NCIJTF. NCIJTF data is highly sensitive and requires appropriate CI input to these processes. A CI or security lapse related to any one agency or organization's CI efforts could have significant repercussions across the entire Intelligence Community. As such, the Referent will work with CI colleagues across the community to compare notes, determine best practices, and present options to mitigate CI concerns.  The NRO supports mobility and growth; the selected candidate will be afforded and expected to complete other tours during their career.  

    The position is located in the Office of Security and Counterintelligence (OS&CI), Counterintelligence Division (CID), CI Referent Branch (CRB) of the National Reconnaissance Office (NRO), a national agency which designs, builds, and operates overhead reconnaissance systems of the highest national importance.  CID’s mission is to detect, defeat, and deter foreign intelligence threats to the NRO and to provide CI support to over 57,000 NRO-accessed government and contractor personnel worldwide.  The selected candidate will serve as a CI Referent providing support to the NRO enterprise and the Federal Bureau of Investigation (FBI), National Cyber Investigative Joint Task Force (NCIJTF), which is the U.S. Government’s focal point for the coordination, integration, and sharing of information related to all domestic cyber threat investigations. The NCIJTF is an alliance of peer agencies with complementary missions to protect national cyber interests as well as the political, economic, and overall vitality of our nation. The CI Referent & Liaison Officer to the NCIJTF will have access to a unique and comprehensive view of the nation’s cyber landscape and is charged with working together in a collaborative environment to exercise CI authorities to safeguard the NRO’s mission and operational capabilities. The selected candidate will be expected to apply counterintelligence expertise and technical knowledge of NRO enterprise-related activities to identify and protect critical operational information to ensure NRO and OS&CI’s mission effectiveness. The incumbent will collaborate with a broad base of U.S. Government and industry representatives at all management levels, both at National and field levels, and with local law enforcement partners.

    What You Will Be Doing  

     

  • Improving CI support to the acquisition process; providing CI support in the review of NRO equities across the enterprise; and recommending appropriate CI counter measures for NRO-related processes, information systems, and cover mechanisms. The candidate will integrate CI requirements for NRO and NCIJTF program managers, local program security managers, and HQ/OS&CI. Provide CI Support to NRO experts developing innovative processes to support multiple Intelligence Community and Department of Defense organizations.

  • Manage the implementation of a broad array of counterintelligence (CI) projects and services to thwart clandestine activities by foreign intelligence entities to target critical technologies and processes within the assigned region of responsibility. Provide CI oversight and support to a variety of government and contractor personnel to effectively implement program methodologies and goals. Collect specific CI information utilized in area multi-disciplinary threat assessments which provide support to antiterrorism/force protection plans for critical technologies, facilities, and programs. Coordinate with HQ/OS&CI Counterintelligence Division (CID) on requests for technical support or investigative analysis on investigative issues. Provide input to HQ/OS&CI/CID on foreign intelligence or terrorist targeting of organizational resources. Represent the HQ/OS&CI/CID at interagency forums and CI working groups addressing a broad array of CI issues.

  • Coordinate complex CI concerns, to include criminal violations such as espionage and terrorism with HQ/OS&CI/CID and appropriate investigative or law enforcement agencies. Inquiries may have national or international implications involving threats to national security.

  • Independently plan, organize, and coordinate with CID on difficult, complex inquiries of alleged or suspected foreign intelligence or terrorist activity. Coordinate with CID on inquiries related to potential foreign intelligence and/or terrorist activities directed against organizational resources and to matters of the highest national priority.

  • Research and analyze information about suspected interest in organization personnel, facilities, or programs by foreign intelligence services or terrorist organizations.

  • Represent CID at field and regional sites and provide liaison and interaction with senior officials from the IC, law enforcement community, and government and contractor security officers as appropriate.

  • Develop, prepare, and review CI policy plans, procedures, and directives as appropriate. Forecast the impact of new or proposed directives, policies, and regulations for implementation within the organization. Analyze proposed and final legislation and DoD and IC directives, policies, regulations, and guidance. Project the impact and effect on NRO equities within the incumbent's area of responsibility. Adapt broad-based guidance for implementation within the area of responsibility with the policies and procedures developed. Interact to ensure the views and priorities of senior management are voiced, considered, and addressed.

     

    What You Need

     

  • Completion of CI Agent Courses in the fields of analysis; operations; collections; inquiries; and investigations through JCITA; FLETC; FBI; Military Services; or equivalent.  The panel would also consider a combination of CI experience & training in a USIC / DoD CI entity as acceptable. Hiring panel will have full discretion to determine what constitutes acceptable equivalent training. 

  • Documented substantive experience as a CI investigator gained through prior tours of increasing complexity and responsibility; well-honed interviewing and elicitation skills.

  • Experience and training in information security, cyber, and IT risk management framework.

  • Demonstrated ability to prepare detailed and accurate narrative reports based on information gathered through a variety of means, such as investigative inquiries, personal interviews, site assessments, foreign contact and travel debriefings, and information gathered through law enforcement and/or intelligence Community representatives.

  • Documented substantive prior experience analyzing and evaluating information gathered to support investigative inquiries to assess priorities, leads, and direction.

  • Documented knowledge of DoD and IC security policies, directives, procedures.

  • Documented strong leadership skills; well-honed representational and briefing skills; and ability to interact with all levels of management

  • Documented ability to establish and maintain effective liaison with law enforcement and Intelligence Community (IC) representatives.

  • Documented strong written and verbal communication skills; ability to convey relevant information in a concise, logical, and objective manner.

  • Proven ability to manage multiple completing priorities and focus attention on high priority tasks in order to meet suspense dates.

     

    Desired Qualifications

     

  • Prior CI tour at NRO

  • Experience working with DOD entities, especially Special Access Programs (SAPs)

  • Experience working with contractors

  • Experience reviewing existing policies and programs on a continuing basis for improvement and compliance; ability to identify policies, practices, procedures, and directives that are ineffective, inefficient, and/or impractical and propose/draft policy and procedural changes.

    Desired Training

  • Cyber / information systems training courses from an accredited Intelligence Community or Academic institution.

    Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform  and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume. 

    Other Information

     

  • Candidate selected for this position is required to be a Graduate of the Federal Law Enforcement Training Center (FLETC) or its equivalent, and who has served a minimum of seven years performing CI investigations and operations.

  • Overtime Statement:  MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.

  • Travel Statement:  MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.

  • Financial Disclosure:  MAY be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.

  • Geographic Mobility Agreement: MAY be subject to directed reassignment as required to address mission effectiveness, and/or career development.

  • Information Assurance (IA): Must achieve the appropriate IA certification within six months of assignment.

  • Emergency Essential: Certain positions MAY be deemed emergency essential and incumbents must be willing to meet all position requirements.

    2024 salary range for the Washington, DC area:

    GG-13: $117,962 - $153,354

    GG-14: $139,395 - $181,216

    Trial Period
