TEXAS WORKFORCE COMMISSION Manager (Telework) in Austin, Texas

The Grant Administration Unit is located at 1117 Trinity Street, Austin, Texas. This is a teleworking position with occasional in-office work when required.

You must be a Texas resident to work for the Texas Workforce Commission or willing to relocate to Texas.

As the Grant Administration Manager, you will ensure staff develop, maintain, and monitor the grant throughout its life cycle. This role requires the candidate to be detail-oriented, able to communicate effectively, and work closely with cross-functional teams. The selected candidate must have a secure, dedicated workspace with a reliable broadband internet connection, ability to maintain a reliable consistent work schedule, and be available for meetings and group collaboration via Microsoft Teams and other applications.

WHAT YOU WILL DO: The Manager II perform moderately complex (journey-level) managerial work administering the daily operations and activities of the Grant Administration unit within the Procurement and Contract Services Department. Make assignments to and supervise the work of contract specialists in the unit. Work involves establishing goals and objectives; developing guidelines, procedures, and policies; developing schedules, priorities, and standards for achieving established goals; coordinating and evaluating. Work under general supervision, with limited latitude for the use of initiative and independent judgment.

YOU WILL BE TRUSTED TO: -Manage day-to-day activities of staff in Grant Administration (GA). -Supervise GAs Request for Applications (RFA) team and coordinate the yearly performance reviews for the RFA team. -Work with GA Director to develop, and approve schedules, priorities, and standards for achieving goals in GA. -Work with GA Director to develop and evaluate budget requests, monitors budget expenditures, and makes adjustments as necessary. -Review agency contracting system reports, GA self-audits, and ensures issues are addressed related to activities in GA; monitor management and productivity reports for the RFA team; review documents and reports developed by GA staff to ensure professional quality and appearance, appropriate content, consistency, and responsiveness. -Identify and advise the GA Director on improvements to comply with requirements and opportunities for improvement. -Develop and maintain professional working relationships with the agency to ensure a positive and productive environment exists for RFAs. -Provide technical expertise and guidance regarding questions related to RFAs and grant awards. -Recommend metrics to GA Director for measuring productivity and improving grant processes for GA unit. -Review and maintain policies and procedures for use by the GAs unit. -Oversee quality assurance of RFAs and grant award documents. -Represent Grant Administration at business meetings, as directed or required by job functions. -May oversee program analyses, research studies, and internal audits. -Perform other duties as needed.

YOU ARE A GREAT FIT WITH: -Current certification as a Certified Texas Contract Developer and as a Certified Texas Contract Manager. -Work experience in Texas state government related to the development of Requests for Applications, Requests for Proposals, or Requests for Offers. -Experience managing a team at a state or federal agency. -Experience in facilitation and customer service. -Ability to analyze complex information and address identified issues. -Knowledge of project management. -Strong organization skills with attention to detail. -Establish and maintain cooperative and constructive work relationships. -Strong Microsoft Word and Excel skills. -Knowledge of Microsoft Project, SharePoint, Outlook, and Teams.

YOU QUALIFY WITH: -Graduation from an accredited four-year college or university plus three years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency, six months of which must have been in an administrative management or supervisory capacity. -One year of full-time experience may be substituted for each year (30 semester hours) of education.

If the selected applicant is not CTCD certified, they must obtain CTCD certification within six months of employment or as soon thereafter as training is available. Must maintain certification throughout employment.
