Summary:TheSenior Solutions Architectis

responsible for providing support for the performance of the system architect

functions.

Essential Duties

and Responsibilities:(Reasonable accommodations may be made to enable individuals with disabilities

  • Assist in the analysis of systems requirements,

operational environments, and operations.

  • Provide

support for the performance of the system

architect function of oversight and direction of the creative direction and

technical implementation of IT system projects

  • Analyze and provide architecture support bridging the gap between design and function by providing the expertise necessary to execute a

creative vision with the appropriate technical solution in support of system

needs. This support is needed for

systems similar to existing OPM HR systems including but not limited to USA

Staffing, USAJOBS, USA Performance, Electronic Human Resource Initiative

(EHRI), HR Data Warehouse, myPay, Employee Express, Services Online, and multiple Health and

Insurance systems.

  • Serve as technical lead for

providing guidance to other solution architects and other members of the system

delivery team to include but not limited to developers, testers, system

administrators.

  • Serve as a technical liaison with

the business community to communicate challenging IT issues in plain English.

Advises and works closely with OPM leadership to adopt innovative ideas at OPM.

Minimum

Qualifications:(To

perform this job successfully, an individual must be able to perform each

essential duty satisfactorily.)

  • BS in Computer Science or related

field required

  • Must have minimum ten years of

designing and delivering complex IT systems.

  • Must have minimum of three years of

hands on application development experience.

  • Experience to include some of the

following:

  • Substantial

experience in supporting large IT projects

  • Extensive

experience in providing support to large web-based system re-designs efforts.

  • Extensive

experience in determining the business and end user goals that will further define

the information architecture of web-based systems.

  • Extensive

experience in content analysis and web systems usability in producing

content-rich web systems.

  • Experience

managing digital and social media communications strategies and working

collaboratively with internal and external clients.

  • Experience

in implementing search engine optimization techniques on existing contents.

  • Substantial

experience in using graphic packages to develop from simple graphics and web

pages to interactive content and Rich Internet Applications, including the use

of Flash MX and PhotoShop.

  • Experience

in systems architecture, engineering, development, enhancement, maintenance,

management, system administration, operation, and database administration as

required for large-scale web systems serving millions of concurrent users

similar in nature to including but not limited to USA Staffing, USAJOBS, USA

Performance, Electronic Human Resource Initiative (EHRI), HR Data Warehouse,

myPay, Employee Express, Services

Online, and multiple Health and Insurance systems.

  • Extensive

experience in the development of 508 compliant web pages, including the use of

features such as tables and forms, XHTML, Javascript, ColdFusion and Active

Server Pages, ASP.Net, jQuery, AJAX, XML backend with Oracle, SQL or ACCESS

databases for the OPM web site to develop a variety of forms for feedback,

surveys, questionnaires, and various interactive applications.

  • Experience

in Agile software development.

  • Demonstrated

experience in managing QA/QC review software suite.

  • Demonstrated

experience in implementing Akamai services for failover, caching and

acceleration in enterprise environment.

  • Current Background Investigaton of

Public Trust Moderate Risk

and Abilities:

  • Ability

to travel to multiple locations.

  • Demonstrated

in-depth knowledge of and or experience in designing, developing, operating,

maintaining, and enhancement of large-scale IT systems capable of serving

millions concurrent users

  • Demonstrated

in-depth knowledgeable in the development of 508 compliant Adobe Acrobat files

and their integration into Web pages.

  • Demonstrated

ability to develop web content/applications using a standard application

framework.

  • Demonstrated

ability to develop web content for a load balanced and failover environment.

  • Demonstrated

wide knowledge in managing Google appliance and Listserv.

  • Demonstrated

knowledge and capability in managing a large-scale Windows 2003/2010 load

balanced web server farm environment.

  • Demonstrated

extensive, expert knowledge of design, implementation, operation, maintenance,

and enhancement of a large-scale server environment involving virtualization,

load balancing, and multiple storage area networks.

  • Demonstrated

superior project management and communication skills.
