Global Science and Technology, Inc (GST), a growing scientific and high technology company, is seeking an IRA Program Manager to support NOAA's National Centers for Environmental Information (NCEI).

This position is located in Asheville, NC, but is temporarily approved for ahybrid model of onsite and telework each week.

Position Summary:

The candidate will serve as an Inflation Reduction Act (IRA) Program Manager for GST's project supporting NOAA's National Centers for Environmental Information (NCEI) in providing science and engagement services related to the IRA and Bipartisan Infrastructure Law (BIL). This position will be located in Asheville, NC.

Primary Duties:

• Provide program planning and management expertise, including advice, analyses, and assistance for the improvement of internal technical, business, and organizational processes such as for strategic planning and execution, performance metrics, feedback mechanisms, and reporting processes.
• Provide scientific and technical management of project planning, budgeting, monitoring, and reporting activities for products and services.
• Assist in the execution of program planning, including the provision of weekly, monthly, and annual status reports as well as the maintenance of status meetings, agenda, and schedule.
• Provide document management and tool maintenance services, including the development of new documents and tools as required.
• Support product developers in the development of Product Management or Product Requirement Plans. Provide training in the preparation of these plans and documents as needed.
• Provide administrative, logistical, and technical assistance in support of initiatives that require NCEI IRA and BIL information, such as the NESDIS Integrated Product List, the NESDIS Common Cloud Framework, and the NOAA Research and Development Database.
• Work with support staff in Satellite Services Division (SSD) to assure maintenance, monitoring, reporting, and availability of program performance measures in a centralized space and available for reporting on schedules to be determined by the program and NOAA (anticipate monthly to quarterly).
• Provide input to NCEI's weekly status reports to NESDIS and post program information to the NCEI website and Google Site.
• Experience developing requirements for environmental observations derived from end-user capability needs.
• Experience managing science-based products and services projects.
• Experience supporting senior leadership.
• Experience developing Standard Operating Procedures.
• Experience in facilitating presentations and/or working groups in a client-facing environment.
• Excellent oral and written communication skills, including presentation skills (MS Visio, MS PowerPoint, MS Word, MS Excel).

Required Education/Experience/Skills:

• Bachelor's degree in physical sciences (climate and atmospheric preferred) discipline or analysis or management.
• Minimum of 8 years of experience with minimum of 5 years of program management experience. Total years of experience/skill in lieu of education can be used to qualify.
