National Nuclear Security Administration Transportation Management Specialist in Amarillo, Texas

Summary As a Transportation Management Specialist (limited supervisor) in the Office of Secure Transportation (OST), Office of Mission Operations (OMO), Agent Operations Central Command (AOCC), you are responsible for managing the movement, distribution, and safe and secure transportation of nuclear weapons, components, and materials from points of manufacture, storage, or use, to authorized destinations within the U.S. nuclear weapons complex via ground and/or air transportation services. Responsibilities As a Transportation Management Specialist, you will: Develops and promulgates short- and long-range program plans, strategies, and policies in the performance of air and road transportation of hazardous materials and cargos. Ensures procedural compliance as it applies to air and ground transportation of hazardous and non-hazardous materials. Responsible for preparations and planning to implement established operation plans. Develops operational plans, goals, objectives, and milestones to assure effective convoy operations. Communicates with various levels of management, and federal, state, and local agencies related to transportation operations. Exercises full supervisory responsibility for a staff of 3 in the planning and integration of transportation activities. Requirements Conditions of Employment Subject to Random Drug Testing Must pass a pre-employment drug test. Favorable suitability determination required. Financial Disclosure is required. A one year probationary period may be required. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS A qualified candidate will possess one year of experience in the next lower pay band which demonstrates a comprehensive knowledge of the OST mission to effectively analyze and resolve critical transportation problems and provide agency and/or interagency advice through policy guidance on OST transportation activities. This is a secondary position which must include experience as a Nuclear Materials Courier that demonstrates in-depth knowledge of Transportation Safeguards System (TSS). Examples of Specialized Experience: Experience in managing, directing, and implementing policies that directly support the Transportation Safeguards System (TSS). Experience supervising and directing TSS operations. Experience developing, implementing, and managing policy related to transportation program activities. Experience providing guidance and solutions related to transportation program issues. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement.
